Runes are easier to farm and trade, and you can even merge some mid runes to get the lower tier high runes. By doing this, they didn’t have to create a single item that had super low drop rate. They controlled the “drop rate” of high level rune words by controlling how many high runes a runeword had. The easy to farm rune words made leveling much more tolerable and consistent, but not strong enough such that When good low/mid level unique drops, you still felt good about it and would replace the low level rune words.
